Hyderabad Regional Ring Road Information 

340 km Hyderabad Regional Ring Road (RRR) expressway project by NHAI is a proposed 4 lane access-controlled road connecting the towns of Sangareddy, Toopran, Choutuppal, Amangal, and Shankarpally. This new greenfield expressway in Telangana will be developed in 2 parts (northern & southern) under the government’s Bharatmala Pariyojana (BMP) Phase-I program. Telangana Government plans to bear 50% of its land acquisition cost and allocated Rs. 750 crore towards it in its 2021-2022 budget.

The project will be developed in two part’s:

Northern Part with a length of approx. 164 km is estimated to cost Rs. 9,500-crore and will connect Sangareddy, Narsapur, Toopran, Gajwel, Yadadri, Pragnapur, Bhongir, Choutuppal.

Southern Part with a length of approx. 182 km is estimated to cost Rs. 6,480-crore and will connect Choutuppal, Ibrahimpatnam, Kandukur, Amangal, Chevella, Shankarpally, Sangareddy.

Structure

This greenfield expressway will be access-controlled with 4 lanes to begin with, but we’ll have to wait and see what the DPR recommends.

Regional Ring Road Hyderabad Master Plan:

Regional Ring Road is a proposed ring road around the city of Hyderabad, Telangana, India. The story of building a regional ring road has began 10 years back. The main purpose of this project is to improve the connectivity between Hyderabad and surrounding areas. Thus which fastens the development of Hyderabad. HMDA prepared the regional ring road master plan. It is a 6 lane, 330-kilometre-long road, planned on strengthening the existing road network and by adding new stretches wherever linkages were found missing. The Regional Ring Road will be beneficial in connecting the districts around the city of Hyderabad. This project is going to be in stages till 2021, 2031. The total cost of the project is around Rs. 16,000 crores where 50% to be beared by state and remaining 50% by central government.

The Regional Ring Road has been planned with the following objectives:

✳To provide connectivity to new and upcoming areas of the city, to ease traffic on existing roads

✳To provide connectivity to the major industrial corridors of the city and with other cities in Telangana state

✳Regional Ring Road will provide a road that facilitates transportation for commuters as well as goods.

(HMDA) Hyderabad Metropolitan Development Authority 

The Hyderabad Metropolitan Development Authority (HMDA) was formed by an Act (G.O.Ms.No.570 MA & UD (I1) Dept., dt.25.08.2008) of the then combined state of Andhra Pradesh Government in the year 2008, with an area of 7,257 Square Kilometres HMDA jurisdiction covers 7 (Seven) Districts, 70(Seventy)Mandal’s, 1032 Villages including Greater Hyderabad Municipal Corporation consisting of 175 Villages and 40 Municipalities / Nagar Panchayats consisting of 138 villages and remaining 719 Villages under jurisdiction of the HMDA. Hyderabad occupies 650 square kilometres (250 sq mi), along the banks of the Musi River, it has a population of about 6.8 million and a metropolitan population of about 7.75 million, making it the fourth most populous city and sixth most populous urban agglomeration in India. Hyderabad Metropolitan Development Authority extends to 55 Mandals located in five districts viz. Hyderabad (all 16 Mandals), Medak (P) – 10 Mandals, Rangareddy (P) – 22 Mandals, Mahaboobnagar (P) – 2 Mandals and Nalgonda (P) – 5 Mandals. And HMDA was set up for the purpose of planning, co-ordination, supervising, promoting and securing the planned development of the Hyderabad Metropolitan Region. It coordinates the development activities of the municipal corporations, municipalities and other local authorities, the Hyderabad Metropolitan Water Supply & Sewerage Board, the Telangana Transmission Corporation, the Telangana Industrial Infrastructure Corporation, the Telangana State Road Transport Corporation, and other such bodies.

The Activities of HMDA role and primary functions:

✳Preparation of Metropolitan plan

✳To Undertake Preparation of Metropolitan Development and investment Plan, Revision of the plan and prioritize the implementation of the said plan.

✳To Undertake Execution of projects and schemes as per said plan and through action plan for any sector or area of the metropolitan region.

✳An apex body for coordination, execution of the projects or schemes for the planned development of the development areas and undertake such other measures in the metropolitan region.

✳To co-ordinate the development activities of the Municipal Corporation, Municipalities and other local authorities, the Hyderabad Metropolitan Water Supply and Sewerage Board, the telangana Transmission Corporation, telangana Industrial Infrastructure Corporation, the telangana State Road Transport Corporation and such other bodies as are connected with development activities in the Hyderabad Metropolitan Region.

✳To monitor, supervise or ensure adequate supervision over the execution of any project or scheme, the expenses of which in whole or in part are to be met from the Metropolitan Development Fund.

✳To prepare and undertake implementation of schemes for providing alternative areas for rehabilitation of persons displaced by projects and schemes which provide for such requirements.

✳To maintain and manage the Hyderabad Metropolitan Development Fund and allocate finances based on the plans and programmes of the local bodies for undertaking Development of amenities and infrastructure facilities and to monitor and exercise financial control over the budgetary allocations concerning development works made through it to he various public agencies, local bodies and other agencies.

✳To undertake by itself or through any agency, the implementation of the area level plans, execution of works relating to infrastructure development, public amenities and conservation of the environment

✳To create and manage the Hyderabad Metropolitan Land Development Bank and take up land acquisition every year as may be necessary for various public uses, township development, infrastructure development, etc.

✳Allocation of lands to local bodies and public agencies upon such terms and conditions for undertaking development of amenities and infrastructure facilities.

✳To approve the land acquisition programmes /proposals of the local authorities, other Departments and functional agencies in the metropolitan region.

✳To enter into contracts, agreements or arrangements with any person, body or organization as the Committee may deem necessary for the performance of its functions.

✳To acquire any movable or immovable property by purchase. exchange, gift, lease, mortgage, negotiated settlement, or by any other means permissible under any law.

✳To perform any other function or exercise powers as are supplemental, incidental or consequential to any of the foregoing duties and powers and I or take up such matters as the Government may direct in this regard.


Hyderabad Master Plan 2031

The Hyderabad Master Plan 2031 for Hyderabad Metropolitan Region covers an area of around 5965 Sq.Kms.

1. Extended area of HMDA of 5018 Sq.Kms. Areas covered by Outer Ring Road Growth Corridor i.e., 1 Km belt on either side of ORR (330 Sq.Kms) earlier notified vide G.O.Ms.No.470 MA dt:09.07.2008.

2. Areas covered by Part of Erstwhile HUDA Area outside Outer Ring Road Growth Corridor (432 Sq.Kms) earlier notified vide G.O.Ms.No.288 MA dt:03.04.2008.

3. Portions covered by Part Hyderabad Airport Development Authority Master Plan, outside Outer Ring Road Growth Corridor (185 Sq.Kms) earlier notified vide G.O.Ms.No.287 MA dt:03.04.2008.

4. Areas covered by Master Plan for Bhongiri earlier notified vide G.O.Ms.No.242 MA dt:11.05.1989.

5. Areas covered by Master Plan for Sangareddy earlier notified vide G.O.Ms.No.32 MA dt:12.01.1988.

The Hyderabad Master Plan 2031 envisages a population of 184 lakhs by 2031, work force of 65 lakhs, the present trends of developments, the Inner Ring Road, the Outer Ring road and radial roads.

The HMDA Master Plan 2031 of Hyderabad  has proposed a radial-concentric structure of development with new urban nodes and urban centers in all directions to promote balanced development in the Hyderabad Metropolitan Region with a Peri Urban Zone all along the urban area, hierarchy of circulation network to cater to the present and future travel needs of population and activities.

Which areas come under HMDA?

The area covered by HMDA has the name of the Hyderabad Metropolitan Region. It is a 7,257 square kilometres large area. More specifically, the areas that HMDA covers are:

Hyderabad district – The authority covers the complete district.

Medchal district – The agency does cover the whole district as well.

Rangareddy district – The district is not fully covered by HMDA. So there are only a couple of sub-districts that the agency covers. Some of them are Ibrahimpatnam, Chevella, Hayathnagar, Manchal, Kandukur, Maheshwaram, Rajendranagar. There are a lot more districts, but this is just examples since there are too many to list them all.

Sangareddy district – The agency covers only a couple of sub-districts, somewhere between 5-10 sub-districts.

Medak district – Here the agency covers only four sub-districts, which might happen because of the distance from Hyderabad.

Siddipet district – The agency covers the least sub-districts from this area, which are only 3.

Yadadri district – This is the last major area covered by this agency, and includes only 5 sub-districts.

DTCP Approves:

✅Giving approval for the building plans of residential buildings, commercial properties, and layouts DTCP gives all the technical approval of layouts and buildings plans (Group Housing), commercial complexes, The proposed layout of roads, parks, schools etc.

✅Providing NOC to theatres, malls, and multiplexes DTCP is responsible for the preparation and approval of the different type of designs for community and public buildings, It provides NOC for cinema theatres / multiplexes.

✅DTCP approves all sorts of technical clearance of installations (Industries), and road development plans.

✅Certificate from a competent authority, stating the proposed building is not near to any water bodies, Registered ownership documents for the site, attested by a gazetted officer, showing the registered documents, survey number, extent, and schedule of boundaries

✅Payment details to the DTCP for inspection and technical scrutiny, Proposed installation capacity (for industrial applications)

✅Total project cost of plant and machinery (for industrial applications)Land conversion certificate issued by the revenue authority

✅No Objection Certificate (NOC) from the fire and emergency services, NOC from the state Pollution Control Board, if applicable
